State of Urban Digital Governance in Odisha: Field Study Report, November 2024 is a detailed report developed by eGov Foundation in partnership with the Odisha Urban Academy (OUA). The report explores the on-ground realities of urban digital governance through the lens of two platforms—SUJOG and MUKTASoft—used across Urban Local Bodies (ULBs) in Odisha. The study draws from qualitative fieldwork conducted across 12 stratified ULBs, selected to represent a diverse mix of geographic and administrative contexts. Through thematic analysis of semi-structured interviews with 34 employees and 22 citizens, the report investigates platform adoption, usability, employee and citizen experiences, and emerging operational challenges.

About Authors

Mathews, an anthropologist by training, is part of the Policy team at eGov, where he works in Monitoring, Evaluation, Research, and Learning (MERL). Over his three-years at eGov, he has conducted extensive field studies across Punjab, Odisha, Assam, and Kerala, evaluating the impact and effectiveness of digital public service delivery initiatives.
