Policy Suggestions for Enhancing Sustainability of Jal Jeevan Mission Schemes

In collaboration with IIM Bangalore and Arghyam, eGov Foundation has contributed to a set of policy suggestions aimed at strengthening the sustainability of the Jal Jeevan Mission (JJM) schemes. These insights emerged from a national symposium hosted at IIM Bangalore on November 2, 2023, supported by secondary research and field observations across multiple states. The analysis is anchored in the Four-Domain Framework for Rural Water Utilities:
Physical Domain: Ensures the sustainability of water sources and their quality over time.
Financial Domain: Focuses on long-term financial sustainability and resource efficiency.
Operational Domain: Addresses operational processes and mechanisms for sustained service delivery.
Institutional Domain: Assesses the collaboration and roles of institutional actors in ensuring effective implementation.
By addressing challenges and opportunities across these domains, the recommendations aim to equip stakeholders—central, state, and local—with actionable strategies to enhance water governance and asset sustainability. These insights are a crucial step toward ensuring JJM schemes remain resilient, inclusive, and impactful for rural communities.
