About the Session

India’s Tier 2 and 3 cities are where the next chapter of urban transformation will be written. This session brings together senior government leaders and ecosystem actors to explore how these cities can move beyond pilot-driven reforms to institutional, inclusive, and resilient urban growth. Anchored by a keynote from Shri G. Mathi Vathanan, IAS – who has led more than a decade of transformation in Odisha – the session will draw lessons from real-world administrative reform, collaborative problem-solving, and the strategic use of digital public infrastructure. A panel of urban practitioners will build on this foundation to reflect on what it takes to design, implement, and govern urban change that lasts.

Systemic Transformation in Tier 2 & 3 Cities: Possibility, Practice, and Principles

Shri. Mathi Vathanan will open the session with reflections from over 11 years of leading Odisha’s urban transformation – from sanitation and housing to inclusive infrastructure and fiscal strengthening. His keynote will outline what it takes to institutionalise reform in smaller cities, through ecosystem collaboration and effective systems design. Odisha’s experience offers an example of state-wide reform that is both scalable and rooted in ground realities.

From policy to practice – co‑creating urban transformation in Tier 2 and 3 cities

This panel brings together leaders from Praja Foundation, WRI India, Artha India, Shelter Associates, and Janaagraha to reflect on what it takes to move from policy intent to deep, system-level transformation in smaller cities. Panellists will explore how cities can adapt planning, capacity, digital infrastructure, and governance to local contexts – rooted in the challenges and opportunities they encounter on the ground. The discussion will highlight the importance of institutional capacity, context-aware design, and long-term collaboration in shaping India’s urban future.
