Transforming Water Supply Management in Punjab : eGov Empowers Rural Local Bodies with mGramSeva App

eGov is actively supporting the Department of Water Supply and Sanitation (DWSS) in enhancing the department’s capacity to adopt and implement the #mGramSeva (mGS) application across the state. The mGS app is designed to empower rural local bodies to effectively manage the revenue and expenditures associated with water supply projects through a user-friendly mobile interface. Piloted in the Sri Anandpur Sahib Division (APS), the application has already demonstrated significant success, with 83 out of 84 villages in the division actively using it to add consumers, generate bills, and issue receipt acknowledgments. This initiative is a crucial step toward leveraging digital public goods for efficient and transparent governance in rural water supply management.

A critical aspect of the mGramSeva rollout is building capacity among stakeholders to ensure the app’s effective and sustainable use. Digital transformation requires more than technology; it depends on empowering users with the necessary skills and knowledge to make full use of these tools. eGov’s collaboration with DWSS focuses on equipping stakeholders to own and manage the digital journey independently. By providing training and support, the initiative aims to embed the digital solution as an integral part of water management, ultimately contributing to the broader goal of rural development and better service delivery.

 

As part of this engagement, the eGov team recently organized three zone-based meetings, with participants from 49 divisions coming together to assess the progress of the statewide rollout of mGramSeva. These sessions served as a platform to review implementation efforts, share experiences, and identify areas for improvement. The team conducted hands-on training to help users create consumer records, generate bills, and set tariffs within the app. Drawing on the pilot’s learnings, discussions also focused on strategies to streamline consumer entry and bill generation processes at the village level, ensuring a smoother adoption of the technology across other regions.

 

The success of the mGramSeva initiative highlights the importance of collaboration and sustained effort in digital governance projects. By combining technical solutions with a strong emphasis on capacity building, eGov and DWSS are setting a benchmark for the adoption of digital tools in public service delivery. The mGS app not only simplifies water management for rural bodies but also ensures transparency and accountability. With continuous engagement, such efforts have the potential to transform the way rural water supply projects are managed, benefiting communities and paving the way for similar initiatives in other sectors.
