Djibouti City, Djibouti & Bangalore, India

eGov Foundation (eGov) and the Ministry of Digital Economy and Innovation (MDENI) have signed a Memorandum of Understanding (MoU) to catalyze digital transformation across Djibouti. This collaboration will leverage eGov’s DIGIT platform to enhance public service delivery, drive innovation, and support MDENI’s national digital agenda.

The MoU establishes a knowledge partnership between eGov, a global leader in open-source solutions for public services, and MDENI, the visionary ministry spearheading Djibouti’s digital transformation. Among the flagship initiatives, the partnership will focus on implementing the Construction Permit System, an important product for improving urban planning and governance.

The Construction Permit System, powered by the DIGIT platform, will digitize the end-to-end process of building plan approvals, enabling quicker, more transparent, and efficient workflows. This will reduce approval timelines, minimize manual interventions, and enhance service delivery for citizens, architects, and businesses involved in construction and development projects.

“With this MOU, we are strengthening our strategic partnership to go even further. The Djibouti Smart Nation roadmap aims to digitise all public services and position our country as a regional leader in digital innovation.”

– Mrs. Mariam Hamadou Ali, Minister of Digital Economy and Innovation, Djibouti

“At eGov, we are committed to building scalable, open-source solutions that enhance governance and citizen experience. The Construction Permit System is an example of how digital tools can streamline processes, reduce inefficiencies, and create impactful change in urban planning and beyond.”

Mr. Viraj Tyagi, CEO, eGov Foundation

Key highlights of the partnership include:
  • Implementation of the DIGIT platform to streamline public services in areas such as local governance, sanitation, health, public finance, and urban planning.
  • Deployment of the Construction Permit System to enhance transparency and efficiency in construction approvals.
  • Capacity building and knowledge transfer to empower local teams in system integration and platform management.
  • Co-creation of solutions tailored to Djibouti’s unique needs, ensuring sustainability and scalability.

This partnership is part of eGov’s broader commitment to advancing digital public goods and creating societal transformations in the Global South by 2030. The collaboration will position Djibouti as a regional leader in leveraging technology for development.
