The eGovernments Foundation (eGov) and National Information and Communication Technology Company Limited (iGovTT) have entered into a formal digital transformation in public service delivery in Trinidad & Tobago. The Memorandum of Understanding (MoU) is aimed at a structural collaboration to digitise government operations and create open source tech-enabled, citizen-centric, public service delivery systems.
At the center of this partnership is eGov’s open-source platform, DIGIT, designed to help governments transition from manual processes to digital, scalable and transparent systems.
IGOVTT, the implementation arm of Trinidad and Tobago’s Ministry of Digital Transformation, will integrate DIGIT with the aim to streamline land transactions, improve accessibility and create a centralised digital record-keeping system.
The first implementation of the MoU focuses on land deed management.

Laying the Groundwork for Population-Scale Digital Transformation
This initiative is not just about rolling out a single system—it is about catalysing long-term digital transformation through robust, scalable infrastructure. The MoU outlines a multi-faceted approach that includes:
- Technology Transfer – eGov will assist iGovTT in configuring, deploying, and maintaining DIGIT to ensure smooth adoption.
- Capacity Building – A structured training program will equip iGovTT’s teams with the technical expertise to operate and expand the platform independently.
- Scalability Planning – While land records are the first use case, the agreement sets the stage for future digital services in urban governance, public finance, sanitation tracking, and digital healthcare.
To ensure sustained progress, the initiative will establish steering committees, conduct periodic assessments, and implement structured reporting mechanisms. These efforts will enable continuous refinement of digital strategies and long-term success.
The partnership is designed to be self-sustaining, allowing iGovTT to take full control of platform operations while maintaining ongoing collaboration with eGov for strategic guidance.
A Model for Regional Digital Governance
For Trinidad & Tobago, this project represents more than just a technology upgrade—it’s a shift toward a transparent, efficient, and citizen-focused public service delivery. By adopting open-source digital public goods, the country ensures that its digital infrastructure remains cost-effective, adaptable, and scalable.
