The role of a Product Manager is to take complete ownership of the product, working with cross-functional teams of designers, developers, marketers, policy advocates, and other external and internal stakeholders.

It is supported by Bill and Melinda Gates Foundation, Tata Trusts, Omidyar Network and Nandan Nilekani. We currently work with 14 states and 2000+ ULBs  in India. More than 160 million citizens have benefited from our work. DIGIT (Digital Infra for Governance, Impact and Transformation), our open tech stack, is one of the largest open Gov Tech Platforms in the world.  

Job Responsibilities:

1. Build the Tech vision and strategy: CTO must work with the CEO and other executives to develop a technology strategy for eGov. This involves goal-setting, discussing options, and analyzing risks. The technology strategy must align with eGov’s overall business objectives and mission. Constantly look at business objectives and changing landscape and provide options to execute on strategy 

2. Set design principles, create reference architectures and make key tech choices: The CTO will define the key architectural principles and reference architecture that helps the mission to deliver on its strategy and plans. In making these choices he/she will need to balance the needs of multiple stakeholders –  citizens, communities, governments and market actors. He/she will also be responsible for keeping up to date with emerging technologies and make the choices on tech building blocks

3. Facilitate creation and adoption of key standards: The CTO needs to work with domain counterparts in creating and/or adopting necessary standards in the respective domains and evangelise their use. He/She will also drive adoption of these standards internally and within the ecosystem.

4. Provide leadership for innovation and re-imagination: The CTO will be responsible for R&D function that will evaluate new technologies and approaches that help drive platform innovation towards achieving mission goals. He/she will also play a key role in applying the platform thinking approach  to solving complex problems in new domains.

5. Design and evangelise the tech governance at eGov and for the ecosystem: Working with Product Mgmt, Engg and Implementation to create interlock between tech and the business strategy. Ensure that key principles and standards are being adhered to not just within eGov but also across the open digital ecosystem. This will include setting up governance processes, quality frameworks, guidelines etc.

  • Set up governance process both within eGov and with the ecosystem actors

7. Attract and mentor tech talent: CTO will mentor the top tech talent within the organisation. In addition he/she will leverage their networks to attract talent, organise hackathons and related tech events to get volunteers and ethical hackers to contribute to  the mission.

Re-imagining Public Finance Management – Program Summary:

A simple task of movement of money from one level of government to the final  expenditure entity can be a lengthy process in India. The process results in significant  delays in funds reaching the last mile; uncertainty for intended recipients; the  administrative burden for front line managers; poor quality of audit and large amounts of  unutilized funds. By one estimate, at any given time there is an unspent balance of  approximately Rs. 1 lakh crore parked in various bank accounts across the administrative  system. 

The Public Finance Management Mission at eGov aims to improve the financial health of the Government, adapt to dynamic and evolving needs, ensure a functioning and responsive service delivery system by deploying available funds in ways that create and strengthen the enabling environment for businesses and individuals to prosper and stay healthy. This will be done by creating an Open Digital Platform for Public Finance  Management.

Job Responsibilities:

The responsibilities of this position includes but are not limited to: 

  • Program Management: The Director will be responsible for planning and executing  the program and ensuring smooth functioning of the day to day operations ○ Run the program office to manage the delivery of all the workstreams – Product Management, Development, Engineering, Testing, Business analysis,  Dev-Ops etc.

The Manager will be responsible for engaging with a wide range of stakeholders – including PFM experts, financial sector leaders and practitioners, industry representatives, civil society organisations, and government officials and employees – to present the mission goals and needs, and to secure their enthusiastic and active participation in the mission. The role of PFM Consultant involves engaging with state practitioners and ecosystem experts with strong focus on informing a tech platform/solution to be implemented in partnership with state governments. S(he) needs to be an expert in the Public Finance domain and be responsible for gathering domain specific knowledge and understanding in a state specific case. S(he) will develop a deep understanding of the processes which will aid the team in diagnosing the issue with the current system and will lead to designing the platform. The work of the expert will be around stakeholder management, process understanding, policy and advocacy and design thinking.

The responsibilities of this position includes but not limited to:

  • Stakeholder Management: The PFM Consultant will be responsible for engaging with the stakeholders to gather a deep knowledge and understanding of the current policies and processes. S(he) will communicate with state and central government practitioners and bureaucrats to gather state specific information in the public finance domain. S(he) will also engage with experts in the ecosystem to leverage their experience and knowledge in this area. S(he) will also be responsible for articulating the diagnostic and the solution in a manner that is best understandable by the stakeholders.
  • Domain Expert: The PFM Consultant will serve as the internal subject matter specialist in the public finance area, and collaborate with teams outside the firm and in the state to gather insights on technical, operational and strategic aspects of the domain to aid in designing the platform.
  • Policy Understanding: The PFM Consultant will understand the current scenario of public finance in the Indian states through gaining a knowledge of existing policies and rules and define means of solving it by the platform being developed. This will also include cultivating a set of external relationships to identify state partners and build relationships to advance the work.
  • Design Thinking: The PFM Consultant will be responsible for engaging with the design thinking partners to discuss, collaborate and arrive at a financial context invariant solution which will be transformed into a platform solving the issues of the public finance domain. 

Re-imagining Digital Infrastructure for Public Finance Management – Project Summary:

The Public Finance Management project aims to improve the financial health of the Government, adapt to dynamic and evolving needs, ensure a functioning and responsive service delivery system by deploying available funds in ways that creates and strengthens the enabling environment for businesses, and individuals to prosper and stay healthy. This will be done by creating an Open Digital Platform for public finance management. 

When we engage with the State, we conduct a thorough diagnostic exercise to identify the issues in the current system and prioritize the critical interventions necessary for improving the financial health. eGov supports the State on designing the solution, developing a platform aiding the solution and implementing the platform in the state. We also help in strengthening governance, policy reforms and other key enablers that are critical for reform. 

Since Public Finance Management has issues which are prevalent throughout the nation, eGov aims at creating a context-invariant solution which can improve the financial health of the entire nation. This project will be scaled to a national level to create a holistic impact. 

Required qualifications, skills and abilities:

  • Relevant advanced degree in economics, public policy, finance or a related field preferred. 
  • Relevant experience in areas like Finance and/or Tax Departments at the state or national level, public finance and public policy to include being in progressively senior level roles.

A simple task of movement of money from one level of government to the final expenditure entity can be a lengthy process in India. The process results in significant delays in funds reaching the last mile; uncertainty for intended recipients; administrative burden for front line managers; poor quality of audit and large amounts of unutilized funds. By one estimate, at any given time there is an unspent balance of approximately Rs. 1 lakh crore parked in various bank accounts across the administrative system.

The Public Finance Management Mission aims to improve the financial health of the Government, adapt to dynamic and evolving needs, ensure a functioning and responsive service delivery system by deploying available funds in ways that creates and strengthens the enabling environment for businesses and individuals to prosper and stay healthy. This will be done by creating an Open Digital Platform for public finance management. 

Job responsibilities:

The platform product manager has to shift the core from product to “Platform first”. S/he will be responsible for communicating and leading all the stakeholders to the platform first thinking from solution based thinking.

  1. Platform strategy and understanding big picture: The platform product manager will be responsible for setting the platform vision and strategy. S/he will build the platform roadmaps and will prioritize building what matters most to achieve the strategic goals and initiatives beyond the product in the platform.
  2. Managing platform and product releases: The platform product manager will align product releases to the needs of the stakeholders. S/he will define the timeline of release and implementation of the product. The platform product manager is responsible for coordinating all of the activities and bridging gaps between different functions within the company and aligning all of the teams involved. S/he should follow a decision framework to guide the individual product’s release on open source, private or public level.
  3. Platform ideation and innovation: The platform product manager will be a bridge between engineering, designers and stakeholders. S/he will oversee the creative process of ideating on the product or innovative additions on the existing product. S/he will ensure that feedback and requests are integrated into the product planning and development. S/he will ensure that the product is constantly growing to suit the stakeholder’s needs. A platform product manager has to check the microservices support structure i.e.,the nuances of system architecture in order to understand the DB table(s) and what is exposed to the service.
  4. Working with partners and stakeholders: The platform product manager will work with multiple teams including engineering, design, implementation, marketing, sales, and other functions. S/he will be responsible for maintaining harmony between the teams to deliver best results.

Empowering ecosystem partners:– The platform product will have to coordinate with different ecosystem partners and their mid-tier developers, producers and partners for delivering optimal values and rich experience to end users. This role has a strategic mandate to drive rollout and adoption of DIGIT in 4400+ cities across the country. Key responsibilities:

Manage PMO organization

  1. Create a Program Management Office within eGov, responsible for tracking impact programs across the organization. 
  2. Put together well defined structure and processes for the PMO to function efficiently – ensuring timely and high quality delivery of projects, products and DIGIT releases. Define success metrics, refine reporting formats for better accountability and tracking.
  3. Mentor Program Managers to create a culture of accountability.

Program Execution for Centre and State programs

  1. Act as a single point of Senior Mgmt contact from eGov for the Centre and State leadership and Partners in driving DIGIT deployment. Operate at an exec level, and get delivery commitments delivered through the execution team and pull in required skills/resources from eGov into state engagements.
  2. Manage handover of eGov led implementations to Centre, State or partner teams for ongoing support. Track residual work items and transition plans to closure.
  3. Orchestrate internal eGov teams to deliver to Centre and State needs – for a variety of activities such as delivery, enablement, and advisory.
  4. Should be able to map to senior bureaucrats at Centre and State levels, and influence them suitably to make decisions and drive the discussions forward to create impact.
  5. Focus on adoption of DIGIT in the States by proper measurement of citizen impact and ease of use and access. Drive new initiatives and innovations across the States.
  6. Builds trusted partner relationship with the State Execs such as Principal Secretary, Directors:
  • Advise on policy design, best practices
  • Consulting on capacity building, best practices
  • Function as a Technology, Design and Architecture advisory (or pull in other resources in eGov)
  • Cross pollination of ideas from other states
  • National/State interlock.

7.Actively contributes to Program Advisory:

Enable Implementation partners to deliver

  1. Build trust with the partner by acting as a credible source of information for implementation.
