The Missions We Drive

Urban

Urban Local Body (ULB) in India is any human settlement with over 11,000 people living in such settlement. There over 4400 ULB’s in India and these will keep growing as there is more migration from villages into urban locales and due to population growth.

eGov is currently working with over 2200 ULB’s across 14 states in helping them deliver citizen services ranging from grievance management, to collecting charges, to upkeep of governance services all through technology. Over 160m people, have benefited from our work across the country and over $170m saved in public money.

We aim to be across the 4400 ULB’s, enabling the delivery of citizen services for over 480m people by 2024. DIGIT our platform for civic governance is also now a Digital Public Good and is being taken across the globe by our partners.

On Health

On health we have built an open source Digital Infrastructure for Vaccination Orchestration and Certification (DIVOC). COWIN portal utilizes DIVOC to issue vaccine certificates to all Indians. The infrastructure is currently being evolved to support usecases beyond just Vaccination.

On Public Finance

In the Public Finance sphere – we are piloting our Integrated Fiscal Information Exchange (iFIX) which will enable easy and timely flow of funds and trusted fiscal information for governments to ensure that services to the beneficiaries are timely and responsive.

The current pilot is in the state of Punjab and post validation will be rolled out across the country with support from partners.

On Sanitation

eGov is building Digital Infrastructure for Sustainable and Healthy Habitats (DISHHA) to ensure zero untreated waste in 1000 habitats in 1000 days by catalysing an open digital ecosystem.

We have very recently engaged with the State of Odisha to roll the platform out. Once successful, the effort will be replicated across the nation with support from our partners.

About the PFM Mission

The PFM mission was initiated in 2020, to digitally reimagine the PFM ecosystem at scale.

eGov has worked with the ecosystem to explore the issues at a state level and inferred the pivotal problems as part of this exercise. Based on our shared understanding of the pivotal problems in PFM today, one of the aspects of the reimagination is digital infrastructure that allows for visibility and exchange of fiscal information.

Integrated Fiscal Information Exchange (iFIX), is an information exchange platform* that aims to provide real-time information on the financial health of a district, or at the state level in terms of expenditure, revenue as well as available funds.

* Platforms are usually a combination of principles, digital standards and digital artifacts (such as data models, APIs etc) that provide a shared digital infrastructure to enable others to build solution layers on top of these platforms.

Job Overview

The Policy & Advocacy team at eGov engages with multiple stakeholders across government, industry, academia, and civil society organisations to create an enabling policy environment for digital transformation of service delivery and local governance, towards the broader goal of enhancing ease of living. The team also develops frameworks for eGov to adopt on policy and civil society partnerships, monitoring and evaluation. data and privacy policy, and ‘do no harm’ considerations.

The Senior Manager will be responsible for the following:

  • Structuring and managing policy, knowledge, and research partnerships
  • Analysis of current PFM policy landscape, including key changes required for digital adoption and reimagination
  • Research and analysis on PFM-related reforms and their impact on current systems
  • Advisory and guidance on application of PFM principles and frameworks at national, state and local government levels
  • Collaboration and coordination with policy experts and organisations to develop policy recommendations
  • Working with project/program teams to support analysis of processes and systems for reimagination of PFM
  • Leading change initiatives for implementation of policy recommendations

Work experience:

  • 8-10 years’ total experience, of which at least 5 years directly working on PFM.
  • Robust understanding of PFM principles derived from the Constitution, and their application through frameworks at both national and state government level, across multiple projects.
  • Experience planning and executing assignments with government bodies.
  • Experience of conceptualising advisory materials, and of advising / briefing senior stakeholders and decision-makers
  • Experience with state or national government departments across budget allocation, execution, and accounting.
  • Experience with preparing or interpreting government accounts (application of Chart of Accounts).
  • Experience with documenting PFM systems / processes in place (end-to-end, from allocation to expenditure reporting, for a given program / scheme / department.)

About the Role:

The Program Manager will be responsible for managing a national level urban eGovernance program (s) in close association with the eGov leadership and associated ecosystem. S(he) will be the face of eGov for the National Program and will be the first point of contact for Govt stakeholders and implementation partners. This position will be based in Delhi and with occasional travel. The position will be reporting to the Vice President – Program Management.

 

Key Responsibilities

The responsibilities of this position include but are not limited to:

1. Stakeholder/Relationship Management:

  • Maintain relationships and communications with the stakeholders from the central government (officials) and partner organizations.
  • S(he) will be the first point of contact for major stakeholders in the engagement.
  • S(he) will ensure that a cadence of meetings and interactions are maintained between eGov and major stakeholders of the program.

2. Government Partner Engagement:

  • Liaison with the national level program, implementation, technical teams and PMU to streamline operations of the program.
  • Provide programmatic updates and guidance on next steps of the program.
  • S(he) will also be responsible for evangelizing the program to a larger ecosystem for wider adoption.

3. Program Management:

  • S(he) will be responsible for planning and managing all the program and implementation aspects for smooth functioning of the program.

About the Sanitation Mission

The sanitation mission at eGov is working on creating a national sanitation platform. The mission also catalyses an ecosystem of market actors, policy makers, governments and civil society to design programs to ensure zero untreated waste in 1000 habitats in the next 1000 days.

As a Mission Leader you will :

  • Develop and execute a national strategy to achieve the mission goal of zero untreated waste in 1000 habitats.
  • Catalyse the decisive energy of the sanitation ecosystem by building a shared narrative that cuts across our key stakeholders – policy makers, civil society and markets
  • Deliver a national platform as digital public good and co-create standards and protocols
  • Evangelise the platform approach and generate demand
  • Develop a program design for implementation of action research in state(s) and help secure the approvals to implement
  • Enable the convergence of various state and central govt initiatives towards the end goals zero untreated waste habitats
  • Catalyse a “scale’ market ecosystem of system integrators that will run multiple sanitation programs across India
  • Enable the ecosystem to drive adoption at scale by creating knowledge assets, program advisory & hands-on training
  • Build a winning team to execute the mission (team size ~25), help give the team direction and set the pace for the mission.
  • Represent eGov at Key Steering Committees and working groups in the ministry, key states and sector groups
  • Manage the mission P&L and investor relations

This role is ideal for you if you have :

  • Experience in designing and/or managing multi-stakeholder development sector programs
  • Experience in running independent business units and transformational programs
  • Experience in programs designed around Community Institutions, SHGs and State Swachh Bharat Missions
  • An understanding of technology as applied to solving complex problems
  • Experience in building or working in a start-up
  • Graduate, post-graduate degree
  • 10-15 years of work experience
  • Fluency in written and spoken Hindi and English
  • Excellent interpersonal and communication skills
  • Demonstrated the ability and willingness to learn continuously, collaborate, and be open-minded
