  • Responsible for Donor acquisition – Donor retention – Fundraising communication.
  • Responsible for identifying and closing new Donors and Sponsors while maintaining relationship with current partners and donors.

This role requires leading the implementation of the Public Finance  Management mission at eGov, in close association with the eGov leadership and associated  ecosystem.  

Re-imagining Public Finance Management – Program Summary:

A simple task of movement of money from one level of government to the final  expenditure entity can be a lengthy process in India. The process results in significant  delays in funds reaching the last mile; uncertainty for intended recipients; the  administrative burden for front line managers; poor quality of audit and large amounts of  unutilized funds. By one estimate, at any given time there is an unspent balance of  approximately Rs. 1 lakh crore parked in various bank accounts across the administrative  system. 

The Public Finance Management Mission at eGov aims to improve the financial health of the Government, adapt to dynamic and evolving needs, ensure a functioning and responsive service delivery system by deploying available funds in ways that create and strengthen the enabling environment for businesses and individuals to prosper and stay healthy. This will be done by creating an Open Digital Platform for Public Finance  Management.

Job Responsibilities:

The responsibilities of this position includes but are not limited to: 

  • Program Management: The Director will be responsible for planning and executing  the program and ensuring smooth functioning of the day to day operations ○ Run the program office to manage the delivery of all the workstreams – Product Management, Development, Engineering, Testing, Business analysis,  Dev-Ops etc.

-Keep a track of key milestones/deliverables and anticipate issues that need resolution 

-Be the first point to manage any client escalations 

-Ensure that the overall effort is on the path to success and call out potential  threats and dangers, and drive resolution in a timely manner

Build the tech vision and strategy: The Architect must work with the CTO and other executives to implement the technology strategy of eGov.

Set design principles, create reference architectures and make key tech choices: The Architect will define the key architectural principles and reference architecture that helps the mission to deliver on its strategy and plans. In making these choices he/she will need to balance the needs of multiple stakeholders – citizens, communities, governments and market actors. He/she will also be responsible for keeping up to date with emerging technologies and making the choices on tech building blocks.

Based on the vision for the mission/program, and a clear understanding of the platform needs, the platform architect has to:

  • Map out the components that will constitute platform solutions and how they are going to work together.
  • Promote architectural and development best practices. Have the ability to do API design, DB design etc.
  • Ensure projects are designed within approved architectural standards. Have deep knowledge of security concepts: various authentication, authorisation, auditing mechanisms; standards such as W3C and OWASP; ability to debug and identify performance issues.
  • Lead design reviews (including service design) and implement best design principles.
  • Provide technical leadership in all aspects of SDLC, including system analysis, design, development, testing, and deployment.
  • Demonstrate the ability to bring in a fresh perspective; generate imaginative ideas and approaches.

The platform product manager has to shift the core from product to “platform first”. S/he will be responsible for communicating and leading the change for all the ecosystem actors across enterprises, academia, governments and nonprofits, from a solution-based approach to platform-thinking.

  • Platform strategy and understanding the big picture: The platform product manager will be responsible for setting the platform vision and strategy. S/he will build the platform roadmaps and will prioritize building blocks that matter most to achieve the strategic goals and initiatives beyond the product in the platform.
  • Managing platform and product releases: The platform product manager will align product releases to the needs of the stakeholders. S/he will define the timeline of release and implementation of different products. This role will have the mandate to consider the citizen experience and digital adoption as a whole along the four key dimensions of – 
  • Flexibility – Users should be able to access services anyhow, anytime, anywhere
  • Accessibility – Users who are entitled to a service cannot be refused, users should be aware of services that are of interest to them, services should be findable, usable and affordable.

  • Security – Services and service delivery should be trustworthy and confidential both objectively and in the user’s perception 

To achieve this, The Manager – Digital Adoption will – 

  • Identify barriers to adoption of digital products by citizens
  • Identify roadblocks to the rollout of digital products at the state and urban local body level
  • Work with internal and external stakeholders (governments, private sector partners and civic society organizations) to unlock adoption barriers
