Well, for the citizens of Andhra Pradesh, this became a reality with the introduction of the Integrated Demand Bill in 2017. Seven years on, the Integrated Demand Bill continues to deliver on its promise of efficiency and effectiveness.
Imagine receiving just one simple bill a year that covers all your municipal dues—property tax, water charges, sewerage fees—all neatly wrapped up in a single, easy-to-understand statement it’s possible.
This innovative approach has transformed the way citizens interact with their local government, making the process of paying taxes almost a breeze! By combining multiple payments into a single bill, the Integrated Demand Bill is truly an example of “Ek Teer Se Teen Nishaan”—hitting multiple targets with one simple action.

What Makes the Integrated Demand Bill an innovation?
- One Bill, 3 Charges: No more days when citizens had to pay multiple bills throughout the year. The Integrated Demand Bill consolidated 3 Demands (Property, Water & Sewerage) into one comprehensive bill, saving time and eliminating the headache of keeping track of various due dates and amounts.
- Early and Efficient: This new system didn’t just combine bills; it kicked things off early. By generating the demand for the entire year’s taxes and fees right at the start of the fiscal year, citizens had ample time to plan their finances, while the government ensured a steady flow of revenue. Here’s an example –Water charges, which typically faced delayed collections, saw a remarkable surge in payments early in the year. Due to the integrated bill, citizens who rushed to pay their property taxes early to take advantage of rebates also ended up settling their water and sewerage charges at the same time.
As a result, the percentage of total collections made in the first quarter jumped significantly. Previously, only a low single-digit percentage of dues was collected during this period. However, with the integrated bill, the first quarter alone accounted for 35-38% of the total collections. This change dramatically improved the overall efficiency of collecting water and sewerage charges, which had previously lagged behind. - Easy to understand Information: The bill wasn’t just a list of numbers. It was a well-crafted statement that clearly detailed what was owed, what was overdue, what rebates could be earned, and what penalties might apply. This transparency empowered citizens, helping them make smart decisions about their payments.
- Flexible Payment Options: Whether citizens wanted to pay everything at once or in parts, the Integrated Demand Bill had them covered. This flexibility was key in reducing financial stress and encouraging timely payments.
Why Did This Innovation Work?
- Simplified Lives: By cutting down on the number of interactions required to stay compliant, the Integrated Demand Bill made life easier for citizens. No more multiple trips to municipal offices or keeping tabs on numerous bills. Just one bill, one payment, and done!
- Boosted Revenue, Earlier: The magic of this single bill wasn’t just in its simplicity—it was in its effectiveness. With everything due at once and clear incentives for early payment, citizens were more motivated to pay up earlier in the year rather than later. This led to a surge in early-year collections, bolstering the state’s finances from the get-go.
- Eco-Friendly & Efficiency-Booster: Fewer bills meant less paper, almost 600 trees saved annually. Plus, municipal staff no longer had to spend countless hours managing multiple billing cycles, freeing them up to focus on enhancing services and solving real problems.Andhra Pradesh’s Integrated Demand Bill wasn’t just a new way of billing; it reimagined the experience with citizens at the center. By thinking creatively about how citizens interact with government services, Andhra Pradesh set a new standard for efficiency and citizen satisfaction literally lived up to – Killing 3 birds with one stone or as the saying goes in Hindi – Ek Teer se Teen Nishaan”
